Octavia is a well established charity providing affordable homes and care across Central and West London. There is currently a vacancy for Strategic Procurement Lead which sits within the Corporate Operations division.

This role will lead and support strategically on the wider procurement process within Octavia and on all operational elements including source to contract processes, central procurement reporting and analysis, and new supplier onboarding. The role will work and support others to draft specifications to key performance indicators and tender evaluation criteria and provide procurement input to the contract negotiations. As well as leading and developing the Procurement strategy, with a focus on continuous improvement to ensure efficient procurement process are in place maximising on value for money.


The key deliverables of this role include:

  • Establishing a clear procurement strategic process and direction for all business areas in line with our corporate strategy, ensuring we deliver value for money
  • Providing advice, guidance, and support to the wider business, ensuring adherence to all legislative regulatory requirements and internal policies and procedures
  • Providing expert support, advice, and hands on management for procurement projects
  • Supporting contract owners in the planning of the supplier selection process, understanding and drafting of key requirements, managing the tender responses as required, leading and supporting tender and contract negotiations to ensure that the contract represents best value to Octavia and minimises any risks
  • Identifying and addressing procurement risks and their appropriate mitigation strategies
  • Explaining procurement processes and requirements to contract owners and business areas. Persuading them to adopt best procurement practice, given the complexity of the procurement and the time-pressured working environment
  • Providing expert support and advice to contract owners undertaking all levels of procurement activity to support them in running their own procurements. Providing a level of training as required to fulfil this element of their role
  • Developing and or collaborating with others to develop a robust and commercially sound evaluation criteria to evaluate supplier bids
  • Providing procurement and technical input into the drafting of contract clauses
  • Report writing and presenting results and recommendations to senior leadership team
  • Ensuring tender documents are complete, current, and appropriately stored
  • Maintaining a detailed awareness of current and emerging procurement best practice, new legislation and Government guidelines
  • Working collaboratively with internal stakeholders (contract managers and owner) to manage the contract governance, compliance, spend and lifecycle
  • Supporting and leading (where relevant) in managing the supplier performance and risks to ensure value for money and risk mitigation
  • Developing strategic supplier relationships, identifying joint opportunities for added value and innovation

Ideally you will have a strong background in managing complex contracts and supplier relationships as well as sound knowledge of procurement management principles. We are looking for someone who can identify and deliver benefits through a collaborative and strategic approach including a high quality of service, value for money and innovation. A qualification in MCIPS level 4 or equivalent would be an asset.


On offer is a base salary of £60,00 – £65,000 per year, plus life cover and pension (up to 10% employer contributions).

This role is based in our office at Emily House, W105BN, at this time we are remote working and as a minimum are asking for 3 days per month in the office for collaboration and connection.
